Thomas Saenz

Thomas A. Saenz is President and General Counsel of MALDEF, where he leads the organization in pursuing litigation, policy advocacy, and community education to promote the civil rights of all Latinos living in the United States.

Beginning in 1993, Saenz practiced civil rights litigation at MALDEF for 12 years, including four years as litigation director. He served as lead counsel in numerous cases, including challenges to California Proposition 187, California Proposition 227, local restrictions on day laborers’ free-speech rights, and California 2001 congressional redistricting.

Saenz rejoined MALDEF in August 2009, after four years on Los Angeles Mayor Antonio Villaraigosa’s executive team. In 2016, Saenz argued before the Supreme Court in United States v. Texas, representing intervenors defending Obama Administration deferred-action initiatives. He has taught civil rights at several law schools and has been published numerous times.

Saenz graduated summa cum laude from Yale College in 1987 and received his law degree from Yale Law School in 1991. He was a law clerk for two federal judges before initially joining MALDEF.
